dblclick handler without keyboard equivalent Accessibility Checkpoint

All dblclick handlers should have an equivalent keyboard event handler.

Some users are unable to use a mouse, so use the keyboard instead. Add an equivalent keyboard event handler to help these users.

Applicable standards

Note: Section 508 Refresh (2017) checkpoints are equivalent to WCAG 2.0 level A and level AA checkpoints.
